PRINCIPLES, PRACTICES, ROLES, AND THE LAW

A full day workshop on school district negotiations for superintendents, business officials, and board members. This is a professional workshop and unique learning opportunity for any and all members of district negotiating teams. We cover negotiations foundation, legal knowledge, preparation, table strategies, use of and defense against tactics, and practical tips on organization.

  •     New negotiators (Superintendents and business officials) needing a clear understanding of the negotiations process
  •     Experienced negotiators (Superintendents and business officials) wanting to improve negotiations tactics
  •     Superintendents and business officials working in support of an out-of-district negotiator (lawyer or BOCES personnel)
  •     Board members who are part of the at-the-table negotiations or want understanding of the process

  • Topics include: The Taylor Law, Competitive/Integrative Bargaining, Preparation Essentials, Management Rights, Improper Practices, Conflict Resolution, Public Employment Relations Board, Strategies, Tactics, and how to handle the toughest aspects of the collective bargaining process.

Faculty
James N. Mills, Ph.D., Negotiator, Superintendent of Schools (retired)

Dr. Mills is a masterful negotiator who has over many years developed a profoundly practical body of knowledge and skill set necessary to be a successful negotiator in the school collective bargaining arena. He is a dynamic, authoritative, provocative and animated presenter on collective bargaining issues that district level school personnel must confront as part of their role in the collective bargaining process. Dr. Mills has been presenting on all aspects of negotiations year going back to 1997. His workshops include “Everything is Negotiable”, “At the Table Negotiations”, “Start with No”, “The District Negotiator” and “Women Don’t Ask: Negotiations and the Gender Divide”. Dr. Mills has served as a chief negotiator for twenty-one different school districts and negotiated over one hundred and twenty-five agreements. His school leadership experience includes eighteen years as a school superintendent, and thirteen years as a high school principal. He is a past president of the New York State Council of School Superintendents and served as Chair of the Council’s Distinguished Service Committee. As an advocate for the role of the superintendent he negotiates superintendent employment contracts and as an agent in employment disputes. Dr. Mills is currently a Faculty Fellow at Niagara University where he leads one of the New York State’s largest the educational leadership programs and coordinates the College of Education’s accreditation process.

Costs
The cost of the workshop is $245 for the first participant, plus $225 for the second participant, and plus $195 for the third and each subsequent participants from the same school district.
